He is heading a Bank that routinely targets countries whose strategic locations or natural resources are important to the global empire. The Bank lends the country massive amounts for infrastructure projects far in excess of what its growth forcasts call for. The projects are contracted to corporations like Halliburton and Bechtel. The money flows back into corporate coffers and the debt stays with the citizens of the impoverished country, which of course can not afford to pay. Now the World Bank steps in and tells the country it must "restructure". That means privitize its industry, its natural resources,perhaps allow a pipe line to pass through your territory or maybe take a military base or both. Of course since The World Bank, and by extention US, are on your side trying to help you out---you will vote with US in the UN, or how about sending some token troops to our war zones.
